Yes, to all of it. I've been hanging around for 15 years, and it still isn't easy to travel in China. Yes, you can put an international card on WeChat, but those purchases are limited to <200元。Internet access for something as simple as getting to Gmail is still a hassle. A good VPN is still a necessity, although recently in Shanghai, we could all get out without one. I've not read any official account, but apparently someone made an executive decision.

Out in the rural areas, the cadres can still be weird; laowai threaten their little fiefdoms. Universities are still kinda stuffed up for the obvious reason, complicating getting American students to come. For the dream to expand, things simply have to open up more.
